Purpose
This pull request makes a small change to the
infra/main.bicepfile. The update ensures that any existing tags on the resource group are merged into the tags applied by theresourceGroupTagsresource. This helps preserve previously set tags when deploying or updating resources.Does this introduce a breaking change?
